CHAPTER ONE
INTRODUCTION
The local government is the third tier of government after the federal government and the 36 state governments. The local government was actually very active during the democratic dispensation but was actually conceived and marginally practiced during the military era. The main concern before the establishment of local governments was the inability of the federal and state governments to carry development to the rural areas. Local governments are the government that is closest to rural dwellers and the majority of Nigeria as the populace can see and be able to interact with their leaders. The local government administration is constitutionally headed by the local government chairman who is constitutionally mandated to stay 2 years in office and then either seek re election or leave office. The local government is majorly financed by the state governments. The primary aim of the creation of local councils was for interaction with the local masses.
Local government constitutes the most essential level of government at which the momentum to sustain national development can be created. To some countries in the third world, it is the only semblance of authority known beyond the tradition. (Bello 2007:1)
As from the 70s, the national leaders all over the world and even their followers started to change their attitude positively towards local government. Consequently, they started to think of more functions, more finance and more qualified manpower for the level of government. This re-awakening placed side by side with the importance of local government gained prominence in Nigeria as from 1976 nationwide local government reforms. The reforms recognized the level of government as a distinct tier of government. (Bello 2007:1).
In view of the significant roles attached to the local government system, especially in the areas of rural development as well as bringing these developments to the grassroots level. It will therefore, be appropriate for one to say that “local government is the government of the people” since they rural masses are directly involved in governance at the local government level. One could see that the essence of the establishment of local government system of administration is to perform some vital roles in areas of rural development.
1.2. Statement of the general problem
Local government administration in Nigeria over the period has had it fair share of marginalization, lack of autonomy and inappropriate funding which has necessitated this study.
The following are the aims and objectives of the study
This study is essentially significant in that it is directed towards evaluating the effect of the financial activities of the local government and how it relates to the nation’s economy. It also significant in that if focuses on the actual reason for lack of autonomy for the local government and it effect on the nation’s political landscape
This study is centered on the impact of local government administration on Nigeria’s economic and political landscape.
Financial constraint- Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
Time constraint- The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.
H0: local government economic activities do not influence Nigeria’s economic development.
H1: local government economic activities influence Nigeria’s economic development.
