Pro-Health International is an indigenous, faith-based, non-governmental, non-profit organization that was founded 29years ago. Since its inception in 1991, PHI has been involved with the provision of free health care services, public health emergency interventions, HIV/AIDS projects, outreaches to internally displaced persons and other humanitarian activities. PHI’s services are targeted especially to the less-privileged in rural, hard-to-reach areas in various parts of Africa especially Nigeria.

We are recruiting to fill the position below:

Project Summary
Pro-Health International has recently been awarded the Integrated Child Health and Social Services OVC Project (ICHSSA-4) which is a five-year USAID funded Program. This project will be implemented by Pro-Health international in partnership with Catholic Relief Services in Bauchi and Adamawa States. The ICHSSA-4 project working with and through local CBOs, is targeting to improve the lives of 269,950 children and 67,488 caregivers in the project communities. It seeks to improve the quality of life of vulnerable children and their caregivers and one of the overarching approaches of this project is to catalyze change and ultimately link these changes in behavior for improved organizational, technical or resource capacity support thus increasing caregiver’s access to HIV care and support services.

Job Summary
The Integrated Child Health and Social Services Award (ICHSSA), aims to reduce the impact of HIV/AIDS on orphans and vulnerable children (OVC). In line with the UNAIDS95-95-95, the Project focuses on implementing activities to ensure HIV prevention, increased case finding, optimized treatment and retention in care as well as viral load suppression for HIV positive beneficiaries.

General Responsibilities

  • The Technical Director (TD), HIV Care and Support will focus on ensuring leadership in strengthening, coordinating and monitoring the HIV treatment cascade (95-95-95) for ICHSSA-4 beneficiaries.
  • She/he will establish and strengthenbi-directional facility-community monitoring of health and social services provided by Community Based Organizations (CBOs)/Civil Society Organizations (CSOs) and facility personnel, aimed at early identification and addressing ofservice, documentation and quality gaps.

Specific Responsibilities

  • S/he will demonstrate understanding in working with OVC community-led organizations and in HIV/AIDS prevention, treatment, care and support and Tuberculosis programs.
  • S/he will provide technical assistance to stakeholders at State, LGA and CBO/CSO levels to integrate Pediatric & Maternal Healthcare Services in their work plans and annual budgets, and facilitate the successful implementation of HIV Pediatric and Maternal Healthcare activities by CSO sub-grantees.
  • S/he will supervise the strengthening of the capacity of implementing CBOs/CSOs in the area of HIV prevention, community mobilization for HIV counseling and testing, PMTCT and Early Infant Diagnosis (EID).
  • S/he will be responsible for the supervision of technical content of OVC service delivery encompassing activities along the UNAIDS 95-95-95 cascade, and will provide technical expertise in the integrations/monitoring of related services delivery systems at CBO/CSO level.
  • S/he will be responsible for the supervision of community and facility HIV case finding, status disclosure, referrals to treatment, partner notification and confidential tracking of partners of ALHIV, in line with the pediatric ART saturation strategy (PASS).
  • S/he will identify and implement approaches to overcome challenges in the uptake of ART by households infected by HIV, and track the provision of differentiated models of service provisions to children and adolescents living with HIV (C/ALHIV) based on the identified needs.
  • S/he will provide oversight to strengthening the linkages between the community-based OVC care activities and health facilities providing quality HIV care and treatment support towards ensuring a continuum of care.
  • S/he will support the implementation of evidence-based interventions for the priority OVC subpopulation and survivors of gender-based violence (SVAC Survivors) with a focus on adolescent girls and young female caregivers (including OTZ interventions for C/ALHIV
  • S/he will liaise with Health Officials and treatment partners to ensure seamless uptake of services by C/ALHIV and PLHIV and routine monitoring of Viral Load. This includes considerations for optimizing of the viral load cascade and other efforts necessary for achieving measurable community viral suppression and monitoring services within the community setting
  • S/he will play leading roles in the timely provision of prophylaxis to HIV Exposed Infants (HEI) and uptake of TB Preventive Therapy (TPT), in addition to completion of Immunization against childhood diseases.
  • S/he will track regular attendance of Antenatal Clinics by enrolled pregnant women and early Infant Diagnosis (EID) of HIV Exposed Infants (HEI), and provide reproductive health Education and counseling to adolescent girls and young women, and Caregivers for optimal treatment outcomes.
  • S/he will develop the strategic approach for gender mainstreaming on the ICHSSA project and addressing gender constraints facing men, women, boys and girls within the target beneficiary population and especially in the context of the 95-95-95 cascade; and recommend gender initiatives needed to meet program targets and goal.
  • S/he will write quality Project Performance Reports to provide routine updates and ensure adherence to all donor requirements in program activities and reports.
  • S/he will collaborate with the Director M&E and team to conduct robust analysis of all program activities and participate in all project review meetings, project monitoring, reporting and documentation of project results and timely reporting to USAID

Qualifications and Skills

  • M.Sc or MPH with a minimum of 6 years relevant experience in implementing community HIV Prevention, Care and Support programs
  • Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Experience in supporting community HIV Prevention, Care and Supportprevention, case detection and treatment support programs in health facilities and community outreaches
  • Experience in contributing to project design and proposal development in the HIV/TB/Health sector for USAID/PEPFAR programs.
  • Experience with monitoring and evaluation and reporting HIV Prevention, Care and Support activities
  • Good knowledge of Government of Nigeria HIV Prevention, Care and Support guidelines and experience working with the National Agency for the Control of AIDS (NACA)
  • Familiarity with OVC and community HIV Prevention, Care and Support programming and principles.
  • Excellent English oral and written communication skills required.
  • Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook, and PowerPoint.
