Overview

  • CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). In Nigeria, CRS has been a Co-Principal Recipient (PR) for the Global Fund Malaria grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate and implement the 2017 Insecticide Treated Nets (ITNs) mass campaigns in 6 states. CRS also supervised and monitored an SR and supported a range of malaria treatment and prevention services at the state level.
  • For the 2018-2020 Global Fund Malaria grant, CRS remained a Co-PR with NMEP, strengthening the synergy and collaboration with NMEP to improve efficiency and impact. CRS worked closely with NMEP, Society for Family Health (SFH), Malaria Consortium, various state governments and other stakeholders to coordinate and implement the 2018-2020 Insecticide Treated Nets (ITNs) mass campaigns in 13 states. CRS provided oversight and ICT4D leadership for the ITNs campaigns and implemented directly in some of the states. In addition to SFH, CRS provided oversight to 2 other SRs (Management Sciences for Health and Malaria Consortium), in providing support to the 13 states supported by the Global Fund, for a range of malaria treatment and prevention services at the state level. These services included Seasonal Malaria Chemoprevention (SMC) implemented by Malaria Consortium with oversight from CRS.
  • For the 2021-2023 Global Fund Malaria grant, CRS will remain a Co-PR with NMEP and provide robust oversight to the 3 NGO SRs (Society for Family Health, Management Sciences for Health and Malaria Consortium). CRS will work closely with NMEP, 3 SRs and other partners, to scale up the implementation of life saving interventions and improve access to quality malaria services in the 13 GF supported states. These critical interventions include malaria treatment and prevention services such as Seasonal Malaria Chemoprevention, ITNs campaigns, Social and Behaviour Change campaign, and testing and treatment interventions.

Job Summary

  • The position of Supply Chain Management Officer will provide technical oversight on the implementation of supply chain management activities at the National and sub-national levels related to Seasonal Malaria Chemoprevention (SMC) and Integrated Community Case Management of Childhood illnesses (ICCM), ensuring alignment with national objectives and program targets.
  • S/he will coordinate and strengthen linkages with all organizations on relevant Supply Chain Management (SCM) thematic areas of the grant. The SCM officer will also support quality assurance, quality control and pharmacovigilance of malaria health products.

Specific Job Responsibilities
SCM technical oversight:

  • Provide technical oversight on all SCM activities related to Seasonal Malaria Chemoprevention (SMC) and Integrated Community Case Management (ICCM) towards systematic implementation in line with Global Fund requirements to achieve program targets.
  • Responsible for reviewing last mile distribution plans for ICCM and SMC health products submitted by the NGO SR and coordinate distribution of these products in close collaboration with the 3rd party distribution service provider.
  • Review post-distribution gap analysis of all SMC health products to ensure products needs are proactively met for SMC campaign in relevant states.
  • Provide technical support on the logistics implementation of ICT4D devices and accessories in line with their use during the ITNs and SMC campaign, working in close collaboration with the ICT4D teams of CRS and NMEP respectively.
  • Provide support and technical assistance to partners and other collaborating agencies to ensure that SCM lessons learned and best practices for ICCM and SMC interventions are documented and disseminated.

Monitoring and Reporting:

  • Coordinate with National Products Supply Chain Management Program (NPSCMP), State Logistics Management Coordinating Unit (LMCUs) and NGO SR to facilitate seamless logistics data collection, analysis and reporting for ICCM intervention on the National digital LMIS system (NAVISION).
  • Review technical SCM reports for ICCM and SMC implementation submitted by the NGO SR, and provide feedback on implementation progress and performance, identifying solutions to address challenges and weaknesses.
  • Collaborate with NAFDAC and NMEP in Adverse Drug Reactions (ADRs) monitoring and reporting using pharmaco-vigilance forms during SMC campaigns distribution cycle.
  • Work closely with NAFDAC and NMEP to arrange for samples of malaria health products at different points along the supply chain for quality control testing.

Representation and Stakeholder Management:

  • Build and maintain productive relationships with key stakeholders such as State Ministries of Health (SMoH), Logistics Management Coordinating Unit (LMCUs), National Products Supply Chain Management Program (NPSCMP), National Agency for Food and Drug Administration and Control (NAFDAC), National Primary Health Care Development Agency (NPHCDA) etc.
  • Represent CRS in quarterly National Malaria Pharmacovigilance task team monitoring visit to the 13 Global Fund supported States.
  • Be a core member of the National Pharmacovigilance Task Team, working in close collaboration with relevant stakeholders to ensure national quality standards of malaria health products are met.
  • Perform any other duties as assigned by the Senior Manager, SCM.

  • Internal: Global Fund Malaria Program Team, Risk and Compliance Team, Deputy Country Representative, Country Representative, Supply Chain, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors.
  • External: State Ministries of Health (SMoH), Logistics Management Coordinating Unit (LMCUs), National Products Supply Chain Management Program (NPSCMP), National Agency for Food and Drug Administration and Control (NAFDAC), National Primary Health Care Development Agency (NPHCDA), NGO SRs, National Malaria Elimination Program (NMEP), Federal Ministry of Health (FMoH), Third-Party Logistics Providers (3PLs), , World Health Organization (WHO), Global Fund Principal Recipients, Technical and Financial Partners involved in Supply Chain Strengthening,  Global Fund Country Team and Local Funding Agent( LFA) staff.

Qualifications and Skills

  • Bachelor's degree in Pharmacy with demonstrated expertise in the supply chain management of health products. A Master’s degree in Supply Chain will be an added advantage.
  • Minimum 3 years of experience in managing or providing technical support to procurement and supply chain management of health products.
  • Prior experience with Global Fund projects, preferably with Malaria program.
  • Ability to build relationships and work closely with national and state-level health authorities and partners.
  • Demonstrated ability to monitor, supervise, and provide support to partner organizations on supply chain management strengthening activities.
  • Ability to provide training on rational use of medicines, inventory management and issues relating to quality monitoring of health products.
  • Experience with, and a demonstrated commitment to, community-based approach to health systems strengthening.
  • Ability to interface with multiple stakeholders, representatives, and partners in a professional manner on an ongoing basis.
  • Public relations skills and ability to work well both within a team and independently
  • Possess excellent problem solving and decision-making skills.
  • Flexible adaptable and ability to multitask.
  • Ability to manage time effectively to ensure timely and accurate completion of assigned tasks.
  • Professional proficiency in English oral and written communication skills
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook
  • Willingness and ability to travel in-country (sometimes on short notice) up to 50% of the time

Basic Qualifications:

  • Bachelor's Degree in statistics, quantitative and qualitative research or other related fields. Master’s or professional certifications(s) in supply chain a plus.
  • Minimum of 3 years work experience in commodity management, logistics, distribution, or M&E, preferably with an international organization.
  • Additional education may substitute for some experience.
  • Experience in trend analysis, internal audit, or equivalent investigative assessment.
  • Knowledge and understanding of materials management and inventory control principles.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio).
