Objective 1
- Ensure an effective management of planned surveillance activities under the OFDA COVID-19 grant
Tasks and Responsibilities:
- Work with project team to develop overall detailed project implementation plan for OFDA COVID-19 component in line with predefined project implementation work plan.
- Actively engage in the development of guidelines, tools and indicators for effective COVID-19 disease surveillance
- Periodically collect the surveillance data, analyse and share key indicators for action
- Manage the OFDA COVID-19 project interventions in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns
- Provide day to day supervision for project assistants, community volunteers and LGA surveillance focal persons in a manner that supports the growth of internal leadership and adequate program management.
- Continuously monitor and supervise OFDA COVID-19 surveillance activities, evaluating progress through outputs and impacts using both quantitative and qualitative data,
- Ensure accurate reporting of activities according to AAH and donors expectations.
Objective 2
- Ensure appropriate staff management including staff development programmes for the AAH teams
Tasks and Responsibilities:
- Line-manage the OFDA COVID-19 assistants assigned to the projects, including day-to-day management, development and training, appraisals, etc.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.
- Provide coaching and training to project assistants and LGA surveillance focal persons in collaboration with the Deputy Health and Nutrition Head of department in order to develop ownership and full responsibility for activities.
- Evaluation of the technical skill level of the assistants, identification of training needs,
- Propose training plan to the Deputy head of department for health and nutrition , direct line Manager as well as with other supportive departments
- Support the Deputy head of department for health and nutrition in ensuring the quality and pertinence of surveillance activities
Objective 3
- Ensure effective logistic support as well as quality management
Tasks and Responsibilities:
- Support the logistics activities of COVID-19 prevention and control, particularly in relation to the purchasing of PPEs, supplies and equipment for the assigned health facilities and activities.
- Review overall project logistic plans and budgeting for field activities and provide guidance to the surveillance assistants and seconded SMoH field staffs in their delivery of those requirements.
- Ensure projects are implemented in line with donor requirements and in accordance with AAH, country and international standards
- Support the implementation of the AAH COVID-19 monitoring systems and record keeping methods that support routine data collection, analysis and reporting in line with the organization and donor expectations.
Objective 4
- Ensure appropriate financial management, coordination and effective communication
Tasks and Responsibilities:
- Develop budget forecast in reference to the detailed OFDA COVID-19 implementation work plan
- Develop appropriate and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs) in line with AAH procedures and communication policy.
- Participate in OFDA COVID-19 coordination meetings, AAH internal trainings, and other working groups, representing AAH and feeding back on relevant issues.
Objective 5
Tasks and Responsibilities:
- Communicate Action Against Hunger performance standards and expectations to team members which includes; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
- Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
- Contribute to the professional development and improvement of team members by providing support.
Position Requirements
Qualifications:
- BSc/Master Degree in Epidemiology/Public health/Nursing or Medicine.Certificate in disease surveillance will be an added advantage.
Skills and Experience:
Essential:
- 3 years’ experience of outbreak response or other emergencies.
- Experience in supportive supervision, mentoring and just-in-time training.
- Fluency in spoken and written English language.
- Advanced proficiency in Microsoft Excel and Word
- Ability to work under pressure and react according to evolving context/situation.
- Able to prioritise clearly, oversee multiple tasks, set clear objectives for staff and delegate.
- Capacity to work under pressure and manage personal stress levels.
Preferred:
- Work experience in humanitarian settings.
- Work experience with international NGO.
- Experience of working in close collaboration with Ministry of Health is preferable.
- Creative, open-minded, flexible, self-learner.
- Team-player with good inter-personal skills.
