Christoffel Blinden Mission (CBM) International is an International Christian Development Organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to CBM, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.
We are recruiting to fill the position of:
Job Title: National Advisor, Inclusive Eye Health - Country Office Nigeria
Location: Abuja with travels to project locations

Reports To: The Country Director
Main Objective of the Role
- Assure technical quality in all areas of CBM-supported eye health work in Nigeria to ensure that partners organizations and the Country Office staff work in the most professional, evidence-based and effective way possible towards successful implementation of the Inclusive Eye Health programmes.
- The National Advisor Inclusive Eye Health position is a senior management position and he/she will report to the Country Director with dotted line reporting to the Regional Advisor IEH.
Main Tasks
Strategy Development and Implementation:
- Provide technical advice and input into all new inclusive eye health projects & budgets that are developed in Nigeria, ensuring that project design is in line with good practice and CBM technical guidelines

- Assist the Nigeria Country Director and country staff in identifying suitable partners in the inclusive eye health field and actively participating in partner assessments, in particular technical assessments
- Provide technical guidance in the development & implementation of the Nigeria IEH-plan by:
- Leading the development of comprehensive IEH - programmes and projects including the IEH Concept Note development and the full proposal development to ensure their technical quality.
- Defining, together with the CBM’s Team Nigeria, the SMART objectives and indicators in the area of inclusive eye health for new projects.
- Contributing to the alignment of CBM Nigeria eye health plan to national priorities and CBM’s IEH Initiative plan.
Strategic Partnership Development and Networking:
- Support CBM Nigeria in conducting a mapping exercise and in identifying potential partnership and joint venture for CBM in Nigeria
- Identify the development of the new partnership opportunities with national and international stakeholders to ensure harmonization of interventions with national and international standards and guidelines.
- Represent CBM Nigeria in the Eye Health Professional bodies
- Consolidate CBM Nigeria participation in national IEH networks.
Staff Development at Country Office:
- Train Country Office program staff in all relevant aspects in Inclusive Eye Health IEH, preparing and implementation of eye health programmes and standards as agree with the CO and IEH Initiative.
Main work package with regard to implementing Eye Health Partners:
- Develop minimum and contextualized standards for IEH programs for CBM in Nigeria
- Ensure that partners staff have a good understanding of the IEH standards
- Conduct/revise technical assessments to the specific IEH projects
- Follow up on the recommendations in the action plan.
- Provide capacity development to partners to ensure quality.
- Ensure sharing of lessons learned and promote best practices with CBM and partner’s organisations;
- Check statistics submission from IEH partners in the region
- Review six-monthly Cataract Surgical Outcome reports from IEH partners and give feedback where necessary
- Support CBM's IEH-partners to produce quality reports and review them before submission to CBM offices and the government.
Travel activities:
Requirements
Education, Knowledge, and Professional Experience:
- Ophthalmologist with a minimum of 5 years of hands-on experience in Nigeria
- Strategic analysis and development
- Have a good understanding of project cycle and advocacy initiatives
- Good knowledge of Nigeria's eye health issues and priorities
- Experience with a CBM-supported project or other project/NGO at least for 3 years is an advantage
- Proven experience to facilitate trainings.
- Working experience in an INGO setting.
- Willingness to continue to sharpen skills and technical knowledge.
- Ability to travel frequently within the region, including to less secure environments.
Languages:
- English at professional proficiency level
- Fluent speaking in local languages is an advantage.
Tools:
- Experience with Microsoft packages including Outlook, Word, Power point and Excel.
- Experience with use of virtual collaboration/ e-learning software such as GotoMeeting and report writing skills.
