The Buyer will be responsible and accountable for all procurement and supply chain management related activities to support the implementation of all repair, maintenance and planned activities of the Technical & Marine Operations Departments. This includes the requisition to delivery of all commodities as assigned by management.

The Buyer will ensure all procurement and requisition processes are implemented in a manner which captures essential information ensuring user departments are well-informed and well-prepared and that accurate reporting and monitoring can be captured.
The role is responsible for the development of all procurement plans, requisitions, needs and requirements for technical operations across the entire organization:
Key Responsibilities:
- Manage the buying process for category in line with specified cost, quality & delivery targets
- Liaise with user departments to ensure any requirements for procurement support are identified approved and procured in a timely, well-documented and cost-efficient manner.
- Develop and Implement an annual planning process for regular commodities to streamline repetitive procurement of goods to increase competitive tendering and internal processes.
- Liaise with the user department to get the required and accurate specifications of all requisitions, aligning with them to regularize discrepancies.
- Update the master vendor database, provide procurement contract inclusions for supplier agreements as required for new suppliers.
- Apply sourcing strategy/policy and be liaison contact between TVL and supplier with respect to specifications, budgets and SLAs/contracts.
- Initiate and participate in periodic supplier performance management activities
- Ensure continuous supply of required goods and materials and communicate any supply problems which may pose a risk or impact business operations.
- Manage and ensure timely purchase and delivery commodities keeping to the policies and procedures of the procurement SOP.
- Use excellent customer service skills to establish and maintain effective working relationships with vendors in category.
- Participate in sourcing events including the management of RFP/RFQ/RFI processes, development and dissemination of tender documentation and quotations in accordance with sourcing requirements.
- Track, monitor, prompt and ensure accurate and timely payment of invoices, as necessary for the organization with the suppliers.
- Ensure quality standards are met through administration of purchasing transactions.
- Open warranty/defect/maintenance claims for all commodities under category.
- Develop briefs, reports, papers and collaborate with other internal resources / user departments for projects and adhoc SCM related tasks.
Requirements
- B.Sc or B.Eng in a Science or Project Management Field with additional training, or work experience in Procurement, Logistics & Inventory Management
- Evidence of practical experience (Min. 3 years) in procurement and supply chain including technical buys within the Marine Ops, Shipping, Energy, Engineering OEM industry at a coordination level.
- Experience in budget management and ability to prepare quantitative and accurate reports
- Excellent knowledge of regulatory environment including knowledge of customs clearance, importing processes, incoterms and port operations.
Memberships or subscriptions to known Supply Chain organizations that enable research, best practices and current industry trends.
