Job Title: Consultant, Develop SSD Facilitator's Guide and Participant’s Manual for Security Agencies in Nigeria and Faciitation of ToT Training

Rationale / Justification

  • In the world today, schools and universities have been bombed, destroyed or burned, and children, students, teachers, and academics have been killed, maimed, abducted or arbitrarily detained. Across Nigeria, many attacks have involved burning schools, break-in, and vandalism of school properties by hoodlums and drug addicts, or killing, injuring, kidnapping, detaining or torturing of students, teachers, and academics.
  • Hundreds have died as a result and hundreds of thousands more have missed out on the right to education. Furthermore, educational institutions have been used by security forces for sheltering purposes making them vulnerable to attacks by Non-State Armed Groups.  
  • Apart from the physical effects, the psychological impact results in heightened trauma, anxiety, and despondency among children and teachers. There is also a reduction in school enrollment, lower rates of transition to higher education, and poorer educational outcomes.
  • The Safe Schools Declaration (SSD) is a global intergovernmental political commitment that provides countries with the opportunity to express support for protecting students, teachers, schools, and universities from attack during times of armed conflict; the importance of the continuation of education during armed conflict; and the implementation of concrete measures to deter the security forces use of schools.
  • Nigeria was part of the first group of 37 countries that endorsed the Safe Schools Declaration (SSD) on May 29th, 2015 and the Honourable Minister of Education signed Letter of Endorsement on March 8th, 2018. The Federal Executive Council (FEC) on 20th March 2019 approved the Memorandum on “Mainstreaming and Implementation of the SSD Laws and Policies in Nigeria” thus paving the way for the domestication of SSD.
  • In December 2019, President Muhammadu Buhari signed the Safe Schools Declaration Ratification Document signaling the country’s commitment to ratify and uphold the principles of the SSD. As of February 2020, 102 countries have endorsed the SSD globally with the primary mandate to protect education/institutions from attack.

By ratifying the SSD, Nigeria also commits to the Guidelines for Protecting Schools and Universities from Military (security forces) Use during Armed Conflict. This legally commits Nigeria to seven action plans and obligations which includes:

  • Endorsement of  the Guidelines for protecting schools and universities from military use during armed conflict;
  • Obligation to use the Guidelines, and implement them locally as far as possible;
  • Collation of data of attacks; ensuring that  military use of educational facilities are prevented;
  • Developing and promoting at the national level ‘conflict-sensitive’ approaches to education in humanitarian and development programs;
  • Endeavoring to ensure that education continues during armed conflicts and support the reestablishment of educational facilities
  • Facilitate appropriate international cooperation and assistance programs to prevent and respond to attacks on education;
  • Support the  UN Security Council and other relevant UN organs working in the area of children in armed conflict
  • Within the Nigerian context, the SSD is being implemented nationwide given the various types of ‘attacks’ on education across the country.
  • To this end, the EiEWGN with support from Save the Children International is seeking a consultant (s) or national organization to work with the SSD sub-committee to develop the SSD Guidelines Facilitator’s Guide and Participant’s Manual. The training guide and manual will assist in the training of trainers(ToT) who will cascade to various security agencies, training colleges, and institutes of security agencies and human rights institutions. Furthermore, the training guide and manual will assist in the operationalization of SSD Guidelines in the security agencies’ doctrine, training manuals, code of conduct and standard operating procedures.

Scope and Key Issues:

  • The consultant (s) or national organization is responsible for the drafting and development of the Facilitator’s Guide, Participant’s Manual and Summary Overview on SSD Guidelines including its outline, structure, and content.
  • The final Facilitator’s Guide is expected to provide detailed guidelines and support on how to plan, prepare, conduct and evaluate an SSD Guidelines training.
  • As a minimum, the manuals will comprise a curriculum, examples of model presentations, case studies and learning activities.
  • The primary sources of materials on SSD and the Guidelines are the materials from the Global Coalition to Protect Education from Attack and EiEWGN.
  • The national organization with the support of EiEWGN is responsible for ensuring the manuals and its contents are culturally sensitive and reflect the Nigerian context.
  • Security agencies: armed forces, police, civil defense, correctional services, immigration, customs, road safety, defense intelligence agency and registered security organizations, etc

 Main Responsibilities
Under the direct supervision of the EIEWGN, the main responsibilities of the national organization (s) include:

  • Undertake research on Safe Schools Declaration and the Guidelines
  • Undertake desk research and analyze all the necessary documents/code of conduct/SOPs/doctrines/training materials etc of the security agencies to fully understand the ground situation and existing training material available for security agencies; relevant national and international legislation that has been signed/ratified on the protection of education from attack
  • Carry out a stakeholder analysis to bring out the roles and responsibilities of key players and institutions
  • Carry out a ‘gap’ analysis in the training being imparted on the operationalization of SSD and the Guidelines in the security agencies. This should include consultations and meetings  and key informant interviews with relevant stakeholders (Government, EiEWGN, INGOs, CSOs, security agencies, etc) Map out the issues and identify the priorities in line with the objectives of the SSD and the Guidelines for inclusion in the Facilitator’s Guide and Participant’s Manual
  • Assist the SSD sub-committee in organizing and facilitating the Inception Workshop
  • Assist the SSD sub-committee in organizing and facilitating the review workshop
  • Assist the SSD sub-committee in organizing and facilitating one Training of Trainers workshop for training resource persons on SSD and the Guidelines using the developed manuals
  • Share the draft manuals with key experts for their review; incorporate comments and finalize the manuals.

Expected Results:

  • In lieu of the above responsibilities and objectives, the following results are required:
  • A  comprehensive SSD and the Guidelines Facilitator’s Guide for security agencies and human rights institutions
  • A comprehensive SSD and the Guidelines Participant’s Manual for security agencies and human rights institutions
  • A summary chapter on SSD and the Guidelines for inclusion in the training manuals, code of conduct, doctrines of security agencies and human rights institutions
  • Final Report on the Consultancy: should detail the methodology used, activities undertaken, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons.

Timeframe and Reporting
SSD guidelines facilitator's guide and participant’s manual for security agencies in Nigeria & Timeline:

  •  Facilitate the Inception Workshop and submit Inception Report (A tentative outline of the Workplan, Chapter Outlines for Facilitator’s Guide, Participant’s Manual & Summary Chapter on SSD and the Guidelines) - 2 days
  • Field Research -8 days
  • Submission of Field Research Report - 3 day
  • Review Meeting Workshop Agenda - 1 day
  • Draft Facilitator’s Guide, Participant’s Manual and Summary Overview of SSD Guidelines available for a review meeting - 1 day
  • Facilitate review workshop - 3 days
  • Final draft Facilitator’s Guide, Participant’s Manual & Summary Chapter on SSD and the Guidelines  following review meeting - 3 days
  • Facilitate the ToT - 2 days
  • ToT Training Report - 2 days
  • Final Report on the Consultancy: should detail the methodology used, activities undertaken, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons - 5 days

Competencies
The manuals and summary overview will be developed by a consultant/national organization having the following requirements:

  • Sound knowledge of the Safe Schools Declaration and the Guidelines
  • Demonstrated knowledge and experience working with security agencies
  • Work experience in the protection of education and child protection in emergencies
  • Proven experience in developing training modules/curriculum and training materials in the security sector
  • Extensive knowledge of international humanitarian law, rules of engagement, policing, peacekeeping, peacebuilding, and capacity building
  • Excellent writing, editing and oral communications in English
  • Excellent interpersonal skills, and ability to promote collaboration and consensus building
