Job Description
- Plan International in collaboration with RTI International and other partners are implementing a 4-year USAID funded Effective Water, Sanitation, and Hygiene (E-WASH) program. E-WASH will provide technical assistance to and will work in collaboration with state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) State Water Boards (SWBs) in Nigeria.
- The overall goal is improvement of urban water and sanitation service delivery.
- The overall objective of E-WASH is to assist the Government of Nigeria to expand and improve urban water service delivery by strengthening the governance, financial and technical viability of select State Water Boards (SWBs) in Nigeria. The E-WASH activity will concentrate on solidifying state, municipal, and utility level governance gains, manifested in improved water supply services, and an improved ability to regulate, manage, and expand sanitation services.
- The Urban WASH sector is traditionally dominated by men. it is perceived to be a technical area involving strenuous work. This perception, along with institutional gender practices and norms, creates structural barriers which women continue to encounter, further limiting their opportunities to work to fulfill their full potential, exercise their talents and contribute to the sector’s development.
- The Effective Water, Sanitation and Hygiene program conducted a baseline Gender Assessment and Analysis, and State Water Agencies Capacity Assessment in six states of Nigeria between November 2018 – February 2019, findings showed the presence of a few numbers of females at the Governance level in the State Water Boards.
Case Study on Women in Urban WASH Consultant
- The E-WASH program seeks to gather information to understand more fully the issues and challenges facing women in Urban WASH governance, and to determine approaches to support women to overcome the structural barriers to their development in the sector in line with the United State Agency for International Development’s (USAID) commitments to promote gender equality and women’s empowerment and strengthen the Urban WASH sector for growth and social development, the consultant will carry out a carefully designed assessment that builds on work done in the initial baseline study for E-WASH.
- This work will entail Key Informant Interviews, administration of questionnaires and development of an informative profile of the women.
The Assignment

Objectives Of The Assignment
- To better understand the challenges and prospects for women to take on leadership and management roles in the Urban WASH Governance.
- To identify ways for them to make the most of opportunities within WASH sector.
- To learn and document successes of women in WASH leadership for adaptive management.

Indicative Tasks and Activities:
- Inception report, including schedule of activities and deliverables
- Briefing with E-WASH Advisers and Gender Specialist to discuss the scope of work.
- Submit a case study protocol
- Conduct a desk review on institutional practices within the WASH sector.
- Development of an inception report, including a schedule for the assessment.
- Assessment methodology/techniques development and field work
- Determine methodologies and techniques and or adopt tools for the case study.
- Field test tools.
- Field visit to E-WASH states (after the COVID 19 restrictions), brief E-WASH State and Utility teams on the approach and expectations.
- Conduct the case study among Women in Urban WASH Governance and related institutions in each E-WASH state, underscoring their contributions, potentials, opportunities and pathway to growth in the sector.
- Prepare a 2-minute video documentary on each of the case study participant.
- Documentation of findings and validation
- Analyse information and develop a synopsis report
- Develop an action and implementation plan for each of the candidates to assist their career development.
- Develop an institutional action plan to address structural barriers to women’s employment, retention and advancement
- Provide a two-page profile of each of the case study candidate and validate.
- Brief State teams.
- Final Report Develop a detail case study report with recommendations and provide guidelines/action plan.
- Submission of report for review

Requirements
- The minimum education qualifications and associated knowledge, skills, abilities are outlined below: A two-page documentation will be required from you on the proposed methodology you intend to apply in achieving the deliverables
Educational Qualifications
- Master’s degree in Development Studies, Gender and or relevant Social sciences, a related field or equivalent in experience and career history.
Skills And Abilities:
- Knowledge and previous experience in case study development or similar/related context is desirable.
- Strong communication and engagement skills, and ability to liaise with government at different levels.
- Highly organized.
- Ability and willingness to travel out to E-WASH States
Travel Requirements:
- The consultant will travel to all E-WASH States for field work. Travel logistics will be managed by E-WASH.
