CHAPTER ONE

 

1.0                                   INTRODUCTION

            In some years back many operation were carried out manually. The method used to prepare bills was manual which possibly give room for fraud.

            Recently, computer came into an existence so as to solve many problem that may arise as a result or using manual and reduce the time consuming in handling complex or voluminous tasks.

            Computer is used as an extremely versatile way of aiding the understanding of a wide variety of many sector e.g. industrial sector, educational sector (subject).

            Computer can be used for a member of application in big industries. For example mining industry., Nigeria Port Plc and NITEL Plc such as installation of lines, keeping customers or subscribers records in such a way that reference could be made to it at any time.

            Computer can provide instruction and task question which can be of benefit to the users, this kind of activities is called Computer Aided Learning (CAL) or Computer Aided Instruction (CAI).

    1. BACKGROUND OF THE STUDY

Nigeria Telecommunication Plc was formed be external telecommunication and the deformed department of the formal postal and telecommunication (P&T).

The Nigeria telecommunication deals mainly with internal and external communication. Therefore, it is expressed as a branch of science that is concerned with the transfer of data over distance by means of communication. Links like radio, telephone e.t.c.

The computing and combination began nearly a century ago. American Airlines established. This date can be transmitted over telephone lines. A measure of data communication system than a very uneven distribution of communication facilities through an world by bridging the missing link. Communication world promote cultural and social awareness, faster global understanding.

    1. AIM AND OBJECTIVES OF THE PROJECT

This project aim to introduce a computerized of preparing bill in Nigeria Telecommunication Plc and other commercial enterprises.

The computerized method of preparing bill as written in the project will be at a great advantages if it is implemented. This project will pattern end to delay which customers do encounter and company in given out bills instead of manual method of preparing bills which is very slow, time consuming and easy of fraud, the computerized method of preparing bills which is very fast, secured and reliable will be in operation.

    1. SCOPE OF THE PROJECT

This study is primarily designed

1.         Give details information about Nigeria Telecommunication Plc’s way of preparing bills.

2.         Highlights the effectives and reliability of using computer in billing process.

3.         Make research on how computer can be applied to billing system in Nigeria telecommunication Plc.

4.         Examine the possible problems that can arise as a result of using manual in billing system.

1.5     LIMITATION OF THE PROJECT

            The limitation of this new system is highly recommended for the aid of billing customers that are patronizing the NITEL Plc Ibadan for goods and services of bill processing, this system will enhance effective billing system to help the management to achieve their aims and objectives.

1.6     DEFINITION OF THE TERMS

i.          Voice Mail: A telephone number that answer call and serve as message processing centre.

ii.         Call Answering Machine: Call recording machine are the conventional auxiliary equipment that are attached to telephone sets to answer calls and record message.

iii.        Pay Phone: In this case the subscriber pays after the service had been rendered. The credit is pat in other to dial any where.

iv.        Private Wives: These are the wires seen outside the street. They lead from the exchange room to the external world.

v.         Telex Facility: Telex is an international telegraphy service using teleprinters.

vi.        Broadcasting: This allows the program to be seen in all the areas of the world using microwaves.

vii.       Direct Inward Dealing Facility (D.D): This is an inward dialing telephone service that can be connected to PABX or PBX.

viii.      Packet Switch Data Network: This is a specialized data transfer service. The dedicated link can be provided national or between two or more countries.

SERVICES RENDER TO THE PUBLIC BY NIGERIA TELECOMMUNICATION

The Nigeria Telecommunication deals mainly with internal and external communication. It provide several other services like:

1.         Telephoning: Telephone is an instrument for speaking to a person at a distance using an electric current which travel along a wire or using radio waves. Telephone call connects two telephone users at different ends.

2.         Broadcasting: this allows the program to be seen in all the area of the world using microwaves. The signal will be transmitted to the external world where by people can have chance to see it. There is carrier room where frequency is allocated of each broadcasting corporation where by broadcasting can be done through microwaves signally system.

3.         Pay Phone: In this case the customer pays after the services had been rendered. The credit card is put to dial anywhere.

4.         Private Wire: These are the wire seen outside the street. They lead from the exchange room to the external world.

5.         Telax Facility: Telex is the international telegraph services using teleprinter.

6.         Telegraph: Telegraph is a system for sending message to a system using wires and electricity. Messages sent by telegraph are usually short, brief and precise.

7.         Direct inward Dialing Facility (DID): This is an inward dialing telephone service that can be connected to PABX (Private Automatic Branch Exchange) or PBX (Private Branch Exchange) only. It facilitates immediate response to telephone calls without any operator’s assistance.

2.0                                  LITERATURE REVIEW

According to Andeson (1987), quoted by Jimoh Fatimo(2002) described data processing as a concerned with the systematic recording arranging, filing, processing and processing dissemination of facts relating to the physical event that occur in organization.

Fatoki M.S. (1985); quoted by Ibrahim (1990) and Jimoh Fatimo(2002) defined data processing as the act of collecting data analyzing data in such a way that they become information.

Billing technique, according to lawal bolanle M. (1995) defined it is the processing bills from customers.

While Jimoh Fatimo (2002) defined billing technique as the method of paying for service rendered or process where standard momentary payment are made for services rendered. It could be done suing manual method or electric computer.

    1. DESCRIPTION OF THE EXISTING SYSTEM

Existing system simply means the old system use in preparing bill to customer at NITEL PLC. Which is manual system.

With this method, processing is done by keeping each customers record in a file (master File). Each customer record is kept in a particular file and on a form. There is each blank form which show all the information pertaining to each customers meter that the manage will file and send it to the account.

Among the information on the form are name of the subscribers, nationality of the subscribers, data collecting meter, address of the subscribers and their telephone number.

When accounts have seen that all the data has been entered correctly on the form, signature will be assigned and it will be released to customers as bill.

    1. PROBLEM OF THE EXISTING SYSTEM

Since the manual method is solely carried out by human brain, there is tendency of problem to arise this includes.

1.         Time Consuming: Manual method takes along process before customers could be given bill and waste much of customers’ time.

2.         Fraudness: This method gives room for making and obtaining meter illegally.

3.         Labor Intensity: During the process, the manager will have to go from and have to another which may result of fatigue.

2.3     SOLUTION TO THE PROBLEM

The only reliable solution to all the problem stated above is the use of computer machine in billing system.

Among the various area where the use o computer provide solution to the problem confronting manual method include:

1.         Time Saving: Computer is very fast in operation and billions of data can be processed in a very short period of time. The rate at which bills will be produced will be easy and faster then manual method.

2.         Security: Unlike manual method, there is security of information record keeping which pertain to meters subscribers with the use of computer. It restrict unauthorized used to have access to stored information.

3.         Accuracy: With the aid of computer in preparing bills there will be rapt accuracy error free in billing system.

4.         There will be a limitation to energy consuming by the labours.

2.4     DESCRIPTION OF THE PROPOSED SYSTEM

The proposed system based on computerization that preparation of bills with the aid of computer machine.

Computer is any machine or device that under the control of stored program which can accept data in prescribed form, process the data and supply the result as information in a specified format.

The proposed system of billing system is developed through access software package that will accept the record of each customer or subscribers and make it possible to update or edit the record and also deletion of the record.

The program is written in such a way that it has different modulus. The program describes how registration and payment of the customer or subscriber can be done: calculation of bills can be correctly done.

    1. ADVANTAGES OF THE PROPOSED SYSTEM

Speed: Computer can perform amount of calculation at very fast speed.

Accuracy: results or calculation done by computer are very neat and error free.

Reliability: Any operation carried out by computer can be relief upon any time, anyway and anywhere.

Storage Capacity: Computer has the store a very large amount of data in its internal and external memory.

Security Purpose: All information or records of customers or subscribes stored in the computer for processing are obtain the use of password.

    1. BILLING PROCESSING

The billing procedure is carried out in the account section of NITEL name protocol applies to almost all the serious concerning billing.

Since NITEL has a record of the service rendered to the subscriber his effect the billing.

The procedure is applicable to both private and business time users. Each time user has a separate meter that reads whenever the service to telephone or telex is subjected to usage. When billing is done, the various meter are red to know the number of unit used for the previous reading from the current reading which is record on the meter form.

    1. METHOD OF READING METER

There are two method of reading meter, we have

a.         Physical Reading: Physical reading is a face to face reading for instance using their eyes.

b.         Shooting: Shooting is the process where by telephone meter readers are produced with cameras thereafter the telephone meters are shooting for every billing period. This is because the meters are very small and the figure on it are very minute and it does involve a lot of straining before the meters can be read. After the film is taken and made into a negation that is later developed, the meter readers generally submit the films to the business office that later works on it.
